Our dear friends! You and we have all been

subjected to the oppression of Imperialism. Several

years ago, unable to endure any longer the oppression

and insult meted out to us, you had a rising to oppose

the British Imperialists. At that time we hope you had

a great success. Now we have to copy you and agitate

for an anti-British movement. We believe you will have

great sympathy with it. But the cunning and wicked

Imperialists know that your alliance with us will bring

destruction upon them. Therefore they have in the last

resort had reeeurag recourse to the most high-handed actions.

Take the Hankow incident for instance. This incident

on the 3rd January this year was deliberately provoked

by them, but now as if the very opposite were the case,

under the pretext of protecting their subjects, they

have sent many marines to China and many of your brethren

who were in the service of your own country. Does it

not look as if they had sent your brethren to kill your

friends? We are not afraid of such threats, but it is

a pity that your brethren have been made the tools of

the British Imperialists. Your country has always

considered it its duty to lead the masses in revolutions,

and surely you will do your utmost on this occasion to oppose the recent despatch of Indian troops to China by

the British Imperialists. We hope that your Party will

not only advise your brethren not to act as tools in

military operations for British Imperialism, but also

prevail on them to become intimate friends of ours and co-operate with us in a still wider anti-British movement. Then you may confidently ed expect that emancipation will quickly be secured for the Chinese and Indian races. We wish you success in your national revolution.
